Dean Robbins formed Robbins Advocacy on January 1, 2020, after decades of experience in water regulation, water management, and water policy. Robbins Advocacy provides consulting and advocacy services on numerous environmental and water matters.
Prior to forming Robbins Advocacy, Dean Robbins served as the General Manager of the Texas Water Conservation Association (TWCA) from 2015 to 2019, and previously as Assistant General Manager from 1996 to 2015. TWCA is a statewide organization consisting of river authorities, water districts, cities, industries, consultants, and others. It acts in an advisory capacity to the U.S. Congress, the Texas Legislature, and governmental agencies on water and related administrative issues, and it provides a forum for the exchange of information. TWCA continues to contract with Dean for his services.
Dean joined the Association after having worked for many years for the Texas Natural Resource Conservation Commission (now the Texas Commission on Environmental Quality) and predecessor agencies. Most recently, Dean served as Deputy Director for the Office of Water Resource Management of the Commission. His responsibilities included water rights permitting, administration of the State's drinking water and wastewater programs, financial oversight of water and wastewater utilities, dam safety, and flood plain management.
Dean is widely recognized as one of the most knowledgeable and experienced experts on water issues in Texas. He has testified dozens of times before the Texas Legislature and has actively engaged on hundreds of issues before the Texas Legislature and various governmental agencies. Dean is a graduate of the University of Texas at Austin with a degree in civil engineering.
